Inattention and mysterious disappearances of matters alleged to have been posted by coolies it is hoped will cease; at any rate there will be an individual responsible; at present there is none.

Two Marine Officers for the launch to be on duty from daylight to Noon and noon to dark are urgently needed. At present the mails are landed and taken off by a Chinaman at $10. a month; complaints are made that the launch is not ready to receive contract mails or is late in going off with mails. Again, considering the great importance of mails and the consideration attaching to the handing over of them, in most ports some Masters will not deliver to a Chinaman but send their own officer.
